Both are charged to the seller. The CA$499 is one time and replaces commission on that deal permanently; every deal after it is a standard 3.5% marketplace deal. There is no subscription and no per-document charge.

I understand DESCRN charges 3.5% commission on marketplace deals and CA$499 on a guest-invited deal, both to the seller.
